The "Big Beautiful Bill"
What Founders and Creators Need to Know About IP in H.R.1 | I Am What an Intellectual Property Attorney Looks Like.
Hey Fam,
If there’s one thing I’ve learned in six years of helping founders protect their intellectual property, it’s this: policy changes aren’t just political theater.
They have real consequences for how we innovate, create, and build wealth in this country.
And few bills capture that truth quite like this one.
H.R.1—affectionately dubbed “The Big Beautiful Bill”—just passed the House.
Clocking in at 1,118 pages and 237,327 words, this behemoth touches everything from tax cuts to clean energy, but buried inside are some major moves that could shake up how we treat intellectual property (IP) in the U.S.
Whether you’re a startup founder, nonprofit director, creative entrepreneur, or IP nerd like me, there’s a lot to pay attention to.

Now, Back to the Big Beautiful Bill
Here are five key takeaways from the bill that impact IP owners, creators, and institutions:
The Department of Commerce is getting $500 million to modernize tech with AI.
That includes agencies like the USPTO.
But here’s the twist: the bill also prohibits states and cities from regulating AI for ten years.
Some argue that this opens the door for copyright and patent misuse, especially by AI companies scraping existing works to train their models.
If you’re a creator, this could be… unsettling.
Because the law’s murky language around who can regulate AI could hinder your ability to protect your work.
Watch this space: We’re in an era where your intellectual labor could be training machines—without consent or compensation.
The bill folds the Public Company Accounting Oversight Board (PCAOB) into the SEC.
On paper, it’s consolidation.
In practice? We may lose specialists who understand how to audit and value IP assets like patents, software, and trademarks.
This matters because IP-intensive companies rely on trustworthy valuation systems to secure investments and grow.
Without that? You risk underreporting or overvaluing key assets—both of which can tank investor confidence and distort markets.
The bill expands tax benefits to include sound recordings, adding to the existing perks for film, TV, and live theater productions.
That’s a huge win for musicians and producers.
BUT:
It also hits nonprofits like universities with new taxes on royalties from names, logos, and patents—even if those were federally funded research projects.
Translation: Universities that license IP might now owe Uncle Sam. That could impact how research gets funded, patented, and shared.
The bill tightens restrictions on using IP from “foreign adversaries” in clean energy initiatives.
This follows frustration with how previous regulations allowed Chinese technologies to enter the U.S. market despite bans.
It’s part of a broader shift toward “economic patriotism,” but it may complicate international collaboration, especially in tech-heavy sectors.
Tucked deep in the bill: limits on amortizing the value of sports franchises and their intangible assets.
This could influence how IP like “franchise rights” are interpreted by courts and regulators.
If you’re licensing your brand or managing IP-based assets in sports, entertainment, or publishing—this may change how your IP is valued over time.
The Big Beautiful Bill is messy. It’s ambitious. And it’s going to shape the IP landscape in ways we’re still trying to understand.
Some parts support innovation. Others raise red flags.
But what’s clear is this:
Founders, creators, and institutions cannot afford to be passive.
We must be vigilant. We must stay informed.
And most importantly, we must be prepared to adapt.
Because IP is more than law—it’s the lifeblood of your mission, message, and movement.
